A win for 9 millionowners of domestic carnivorous
The R.E.A.D.C Association sued the National Sanitary Veterinary and Food Safety Association (ANSVSA), an action by which it requested the cancellation of art. 2 lit. k and art. 9 paragraph 4 first thesis from the Annex of the ANSVSAOrder 1/2014, Order by which the Register of Records of Dogs with Owner (RECS) is assigned in the management of the Veterinarians College of Romania (CMV).
This Register has been abusively assigned without any public and transparent auction!
The Register of Records of Dogs with Owner (RECS) holds information of public interest and through it is provided a Service of National Interest, which is normally the Obligation of National Sanitary Veterinary Authorities according to the statute.
Public health is a right guaranteed by the Constitution through art.34, and the fact that it was given in use and administration to a Socio-Professional Association – CMV, which claims money from owners to the registration (such as a SRL, with receipt), so that they can receive a free and mandatory vaccine, we may fit these acts as being donein order to prevent the fight against diseases in a premeditated manneron the application of the Veterinary Sanitary Law and the Agreement 652/2014 on eradication, control and surveillance of zoonoses signed by Romania upon entry into the UE.
The additional payment requested from citizens for an action of national and European interest regarding rabies vaccination, paid from the budget and UE funds is unconstitutional.
Attached costs imposed in the group’s interest, (all public sector employees which are paid by the taxpayers), when applying the rabies vaccine which is mandatory, we consider to be an attack on the public health.

We have gained a significant victory for all the owners of domestic carnivorous and for all the concessionary veterinary doctors who receive their workmanship for this vaccine, by admitting the unconstitutionality exception, invoked in regard to the conditioning of dogs’ mandatory rabies vaccination, to the compulsoriness of microchipping, through the DECISION NO.23/23.01.2018 oh The Romania’s Constitutional Court.
The READC Association will strive to ensure decision-making transparency, collateralisation of public health, animal’s welfare and of course, in the interests of 8 million owners of domestic carnivorous, which have been exploited for exactly 6 years this month.
