Editor: What does the Law 258/2013, Article 8, paragraph 4? Univ. Dr. Ion Bozga: Owners of dogs, natural or legal persons are obliged to identify them by microchipping or other identification established by the Authority for Veterinary and Food Safety Authority.
Editor: What does Order 29/2014, the President ANSVSA? Univ. Dr. Ion Bozga: carnasiere and feline rabies vaccination to be carried out in the campaign and only identified by microchipping animals. Rabid animals presents a danger to man and other animals, rabies is most serious zoonosis. The frequency of the disease varies from one species to another is especially prevalent in dogs because of the way its life in freedom or semi-freedom. Natural sources of infection are represented by rabid animals with clinical forms, as well as those infected with the rabies virus without showing clinical disease. Reservoir for rabies infection is the sylvatic (rabid wild animals, particularly foxes and wolves, cats, rats, etc.). Also, the main role in spreading lies stray dogs and maintaining rabies. How contamination with rabies from animal to animal or from animal to human is made directly through bites or scratches produced by diseased animals. The first symptoms appearing include pain and numbness at the bite, followed by symptoms vague, which can occur in many other illnesses and include fever, cough or dry throat, pain, burning itching, tingling or numbness at the bite, abdominal pain or uneasiness which is increasing and may progress to extreme agitation, etc.
Editor: What solutions have you tried to find? Univ. Dr. Ion Bozga: Knowing how great is this danger of rabies by vaccinating dogs on the occurrence (there is a percentage of about 70% dogs vaccinated against rabies), the College of Veterinarians of Romania asked A.N.S.V.S.A. several times, finding a solution to go along with microchipping dogs. For example, applying eartags to the ears of dogs that have a very low price. This allowed rabies vaccination of dogs and owners from poor households. The response from ANSVSA was definitely NOT. Sadly, no one takes responsibility for events with serious consequences for public health.
