Rescuing the animals from UAT Sulina and Tulcea’s shelter highlighted serious practices and legislative deficits (partly presented in R.E.A.D.C’s ,,Open Letter”, adressed to Government and ANSVSA) which we want to transparently present, being of national interest and influencing public health/safety and animal welfare.
The animals are remotely adopted by our association, R.E.A.D.C, to be treated effectively, because about 90% of them are infected, many with very serious disease.
Multiple and common diseases found in these dogs affect the public health, having human transmissible diseases (zoonoses) and being mobile outbreaks of infection. As an evidence for this are the patients who arrived at Tulcea hospital clinic with skin eczema and diarrhea, produced by Alergodermia viruses, cirrhosis, etc.

Also, Rabies are transmissible in humans by the bite of an infected animal. So is Leptosparose, a bacterium eliminated through urine, saliva and feces, by rodents or unvaccinated dogs. Ticks can cause human Lyme Disease, Anaplasmosis, or Erlichiosis. Dirofilaria Repens is transmitted through the mosquito bite, which has initially bite an infected animal, and it is manifested by the long existence of a worm with subcutaneous localization. Dirofilaria Immitis is also transmitted through the mosquito bite, with the possibility of pulmonary granulomas being present in humans. Toxocara Canis and Toxascaris Leonina (the roundworm of the dog) can produce the human "Migrans Visceraus Larva", located in the
brain, liver, or eye. Echinococcus Granulosus is a tapeworm that, by ingestion of proglottids, in humans causes the hydatid cyst, being an accidental host.
The complexity and the long duration of the rescue operation, as well as the high costs, were due not only to diseases but also to the causes of the authorities' investigations, as will be described below:
Due to false premeditated complaints, controls were carried out by the competent authorities in order to detect the irregularities complained of. Later, the reports were proved to be abusive, because the dogs were not maltreated and arrived alive in Tulcea, fact confirmed by the Criminal Police, Port Police, Animal Police and ANSVSA Inspection. Control bodies blocked the sanitary-veterinary selection of diseased and healthy animals during the research. During this time, the healthy ones also got infected, and so, the period of staying and treatment of the canine population in the shelter was greatly extended, bringing considerable damage and causing additional suffering to the animals, even deaths. Since they have not been declared clinically healthy, the animals can not be adopted for now, because the very expensive treatment for Dirofilariosis lasts up to 6 months, or even longer.
The organizations that contacted us by telephone, reporters or interested persons, have been informed about any stage of the action, and about the real situation. Some people with bad intention, or paid, have manipulated the information, after their own interest, or by order.
As such, we will make notifications according to:
Law no. 61/1991 - sanctioning the facts of violation of norms of social coexistence, order and public peace, republished on February 7, 2014 11) alerting the public, specialized bodies to intervene in case of danger, or public order bodies, issuing danger signals or, depends on the case, requesting intervention on the spot without good reason;
After the quarantine period, (shelter`s doctor was quoted daily at the authorities, unable to carry out his activity), we contracted a private doctor to treat the canine population rescued from UAT Sulina, as well as the other sick dogs from Tulcea’s shelter, to stop spreading the infections. The doctor made an individual biochemical examination of the blood, finding that, in addition to the described eczema, the animals also suffered from other serious diseases: about 50% with Distemper, 12% with Parvovirosis, and with Dirofilariosis, 28%, many of them being infected with combinations of these diseases.
All the appropriate treatments are still applied for up to 6-8 months, now reaching a cost of around 300 Euro / animal. At the moment we are only halfway to their total recovery and the possibility of eventual adoption by a loving family.
To avoid euthanasia, after the legal period of 14 days in the shelter, we extended their stay and we bear the excessive expenses, according to the HCL no. 11/2017.
We are grateful for the support promise from the foreign partners and friends from diaspora, placed in the West, criticized by paid posts on social media.
To our undercover ,,friends’’, who have gone several times (for PR or for heavy money) to Tulcea shelter to adopt 1-2 dogs from the ones brought from Sulina, from those saved and treated by us (making illegal pictures of the READC right), we recall that on their route, Suceava-Tulcea and Bucharest-Tulcea (or even in their own city), are thousands of dogs on the streets and at the stops, which can be saved, because they had an empty car and an empty boat.
We’ll give you some advice: take the dog, take it to the veterinarian, pay the registration, pay the
treatments, treat him and that’s it, you are a life saver.
Everyone has the right to do it, it is permitted by law. In spite of this, only a few percent of the active population in Romania can treat and adopt, because over 4 million dogs are not registered, due to the owners' poverty.

A simple calculation shows that in the rural area there are 5.2 million dogs, and in the urban environment, with households, up to 1,000,000 dogs. (A.N.S.V.S.A. declares the real figure of about 5.2 million dogs in the rural area to the Friedrich Ebert Stiftung institution - Chapter 3 - page 9 - http://www.fes.ro/ ). And to about 7.5 million households registered in the country, the figure is real.
In conclusion, the carnival, sterile actions on the media, or spreading hate and manipulation, does not improve the situation of animals or owners, and in rural area it is a disastruos situation.
The West, criticized by paid disinformers starts from Brasov, according to the map. Most of the cities in Transylvania have serious partners from the Western culture. The ignorants and the slanderers want distraction from their untidy "yard" (due to the oriental influence for dogs), but also channel misinformation to order. Negligence, disinterest and responsibility have not changed in recent years.
The red marks on the map express the danger warning color.
Many decent and well-meaning people have understood this and have contacted us, clearly explaining the reasons for spontaneous posts from false information.
Support from those who only criticize and do not get involved, or from the associations presented on TV as permanent hidden advertising, and even from the self-titled "animal lovers" we did not receive, but only false accusations and offenses (Law 61-1991-Art-2 a.1-2, which will be the subject matter of a law firm).
If they wanted so much to help, they had to do it, because every treated and adopted animal is a saved animal.
